The primary duties will include, answering and dispatching 911 emergency calls for Clarendon County Sheriff’s Dept., Fire Dept. EMS, and local towns. Summary Objective

The purpose of this position is to perform specialized public contact work in receiving and transmitting messages for the County’s emergency services and other duties associated with the E911 Communication Center. 

This class works under close to general supervision according to set procedures but determines how or when to complete tasks.

Essential Functions

The essential functions listed below are those that represent most of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Receives, interprets, classifies, prioritizes, and responds to calls of a routine and emergency by E-911 system, telephone or radio for Fire Department, E.M.S., Law Enforcement and other entities as required, expeditiously and accurately.
  • Determines by inquiry the exact location of place or point of emergency and dispatches the proper personnel; transmits such messages necessary in conducting operations.
  • Tracks status and availability of emergency service units.
  • Keeps necessary records regarding calls and complaints, communications, and/or E-911 operations.
  • Compiles data from records kept into various daily, monthly, or other periodic reports.
  • Maintains communications records and files.
  • Assists the public with transactions and information relating to police and fire activity and county services.
  • Dispatches medical emergencies and provides pre-arrival instructions.
  • Provides information to units in areas such as warrants, vehicles, driver’s licenses and criminal history.
  • Operates a multiple computer system utilizing various programs simultaneously.
  • Performs related work as assigned.

Minimum Education and Experience Requirements:

  • High School graduation or GED equivalent.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Perform sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations

Summary Objective

Duties and Responsibility

Provide general administrative and clerical support, including typing, filing, scanning, copying, and data entry.

Prepare correspondence, reports, memoranda, and forms with accuracy and timeliness. Maintain organized and secure paper and electronic filing systems in accordance with records retention requirements.

Ensure accuracy and completeness of logs, reports, and tracking spreadsheets. Answer phones, route calls, and respond to inquiries from staff, external agencies, attorneys, vendors, and the public in a professional manner.

Serve as a point of contact between administrative staff and internal departments. Provide courteous assistance while enforcing facility rules and security protocols.

Adhere to all detention center policies, procedures, and security regulations.

Maintain strict confidentiality of sensitive and protected information.

Report security concerns, policy violations, or irregularities to appropriate personnel.

 

 

Minimum Requirements

Requires a high school diploma or equivalent, with vocational or technical school training in secretarial science or a related area, and a minimum of one to two years of experience in a secretarial or clerical position directly dealing with the public and performing basic computer skills; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Requires the ability to occasionally lift or move items weighing up to 10 pounds and to perform light physical activities such as carrying, pushing, pulling, or otherwise handling objects as part of regular job duties.

· Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

· Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

· Selects appropriate method of procurement, as well as determine payment method.

· Conducts pre-bid conferences, bid opening, selection and award; inclusive of all steps of project management from advertisement, solicitation, contract implementation to close out.

· Schedules, manages and facilitates IFB, RFQ/RFP ranking process, inclusive of interviewing highest ranking contractor/vendor.

· Coordinates the writing of solicitations, specifications, contracts, policy and procedures.

· Provides ethical advice, training guidance and interpretation to procurement regulations, policies and procedures.

· Negotiates and provides contract administration and project management to ensure compliance with local, state and federal mandates required for the governmental public procurement process.

· Overseas travel accommodations for County staff to include Conference Registration, Lodging/Hotel accommodations as well as flight accommodations when applicable.

This position, under policy, directs, plans, coordinates, and supervises voter registration and conducts county, state, and federal elections for Clarendon County. The individual in this position will manage, plan, and direct the activities of the BVR&ECC to ensure the proper administration and provision of secure, efficient, and effective voter and election services. The individual will plan and direct all voter registration functions; coordinate all elections in Clarendon County with the BVR&ECC to ensure secure, fair, and impartial elections; prepare and administer a department budget; supervise administrative staff, poll workers and volunteers; review the work performance of subordinates for completeness and accuracy; prepare election computer databases, tests, as well as program electronic equipment before elections; and provide general maintenance on electronic equipment.

 

The individual will work independently, under limited supervision, reporting major activities through periodic meetings with the BVR&ECC.

 

Duties and Major Job Responsibilities:

● Plan and manage the operation of the BVR&ECC ensuring compliance with all applicable laws, codes, regulations, and policies and procedures.

● Ensure the integrity and accuracy of all election activities and tabulations.

● Direct and supervise the duties of administrative staff and volunteers. Supervisory duties include coordinating activities and allocating personnel; selecting new employees; evaluating employee performance; acting on employee issues/problems and recommending appropriate personnel action; and recommending employee transfers, promotions, and salary increases.

● Coordinate election activities with the BVR&ECC, the State Election Commission, and local entities.

● Coordinate candidate filing procedures.

● Secure polling locations.

● Publish public notices.

● Administer filing records for candidates.

● Proof and print ballots.

● Recruit, train and supervise poll clerks and managers.

 

● Prepare, assemble and distribute election materials.

● Program and set up election machines.

● Collect and count ballots.

● Report ballot totals to appropriate authorities.

● Inspect and test election equipment to ensure proper working conditions prior to elections.

● Oversee the use and maintenance of all election equipment used in voter registration/election processes.

● Direct and participate as allowed in absentee registration and voting.

● Collect motor voter applications.

● Ensure the proper storage and security of all ballots.

● Plan and coordinate all voter registration procedures and sites in accordance with state and federal law.

● Plan and attend voter registration drives within the County.

● Stay updated on all laws and regulations affecting public elections and registration procedures.

● Prepare certified reports reflecting registration totals, voter registration statistics, party

enrollment, official election totals for public offices, and forward to appropriate state, county, or other agencies.

● Communicate with candidates, media, political parties, elected officials, poll clerks, poll managers, subordinate workers, and the public regarding registration and election procedures and/or results.

● Acknowledge and respond to public inquiries in a timely manner.

● In conjunction with the BVR&ECC, develop and administer the department budget to ensure effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

● Provide administrative support to the BVR&ECC, as well as coordinate, attend, and participate in Board meetings.

● Perform routine administrative/clerical work as required, including preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, answering the telephone, ordering supplies, etc.

● Perform other duties as required by the BVR&ECC.

 

Education and Experience:

● Bachelor's degree in public administration, business or a related field is preferred.

● 3+ years of general administrative experience and/or an equivalent combination of education, certifications, training, and experience that provides the required knowledge, skills, and abilities is preferred.

● Basic computer skills are essential such as Microsoft Office Skills, Word, Outlook (Email), Excel, Access, PowerPoint, etc.

● Must possess State Election Commission “Director Certification” or obtain same within eighteen months of becoming employed as Director.

● Must possess a valid state driver's license.

● Must be able to lift up to 40 pounds, at times, and have the ability to operate and maneuver a variety of office equipment including but not limited to computers, typewriters, calculators, adding machines, copiers, fax machines, etc.
