Booking Process
When an individual arrives at Clarendon County Detention Center, the following will typically take place:
- The paperwork justifying their arrest will be reviewed and confirmed.
- The detainee will be searched by an officer and their personal property and valuables will be removed and inventoried, their money will be loaded into an electronic counter, and they will verify the correct amount with the booking officer and receive a receipt.
- The detainee will be asked questions related to their identity, home of record, occupation, next of kin contact, special needs, medical and mental health status.
- The detainee will be fingerprinted and have their picture taken, then be issued an ID band and pin code for phone and kiosk access
- The detainee will receive a brief overview of what to expect while in custody followed by a free phone call once all processing is completed.
- The detainee may or may not be dressed in an orange jumpsuit and slides, depending on their charges and when they’ll appear before a Magistrate for a bond hearing, if applicable. If they are, their clothing will be inventoried and placed in a clothing bag with an identifying label attached
- Lastly, the detainee will be issued. 2 sheets, a blanket, basic toiletries, be escorted to their assigned area and assigned a mattress and bed.
- If the detainee is not released from custody within 14 days, they will receive a more detailed health appraisal.
A detainee can only be released when detention center staff has an official release document from the court
that covers all charges applicable to the detainee, or upon the completion of a detainee’s court-ordered
sentence. While CCDC staff strives to promptly process and release eligible individuals, workload can
sometimes affect processing times, as well as the availability of criminal history information, verification of
warrants and other detainers and notification of victims.
SC Victim Information & Notification System
The South Carolina Statewide Automated Victim Information and Notification (SAVIN) system enables
detention centers, the Department of Corrections, and the Department of Probation, Parole and Pardon
Services to comply with SC Victim Notification Laws. More important, the system will empower victims by
allowing them to make a toll-free call or access a website for offender status information from anywhere at
any time. A crime victim may register for notification on the custody status of an offender who is either
incarcerated in a detention center, jail, or the Department of Corrections or under the supervision of the
Department of Probation, Parole and Pardon Services. Once registered, a victim will receive immediate
notification regarding changes in the custody status of the offender, including transfer and release. SC
SAVIN is a free service, available 24-hours a day in both English and Spanish.

Bond Hearing Process
- Once all charging documents have been served on a detainee, they will be scheduled to appear before a Magistrate for bail consideration, if applicable. The Detention Center has four (4) assigned Magistrates who rotate each week. Bail/Bond hearings are held at 8:30 AM and 5:30 PM daily, or at other times per the duty Magistrate. The Magistrate may grant or deny bail at their discretion pursuant to SC State law governing bail proceedings.
- They will provide detainees with information regarding their rights, special bond conditions, court dates, how to request a Preliminary Hearing, and how to Apply for Appointed Counsel, as applicable.
- Persons in custody for contempt of court or bench warrants issued by Family Court, Magistrate Court, Municipal Court, and General Sessions Court do not have bail/bond hearings and must remain in custody until they are summoned to appear in the applicable court.
Release Process
- A detainee can only be released when detention center staff have an official release document from the court of jurisdiction that covers all charges applicable to the detainee, or upon completion of a detainee’s court-ordered sentence. Prior to release, victims must be notified, and a national criminal history records check is conducted, which may result in a delay in release, or a detainer being placed on the detainee by the wanting jurisdiction.
- Detainees are released through the rear restricted area of the facility and are escorted out to the main parking lot at the front of the facility. A release is typically completed within a 30-minute time frame but may take longer depending on the number of pending releases, victim notification requirements, and other ongoing activities.
How Detainee Money is Managed
- This is a cash-free facility. All legal U.S. money is placed in a money account in the detainee’s name.Detainees are not allowed to physically possess any form of money while incarcerated at this facility. They receive a receipt for all money deposited to or released from their account. Personal checks, credit cards, etc., in their possession at the time of arrest will be documented and stored securely along with any personal valuables.
- Upon release, detainees receive the balance of funds remaining in their account on a debit card, along with instructions on how to use it. If a detainee is transferred to a different institution, a paper check will follow them to their new destination.
- Released persons must pay attention to the fee schedule associated with the debit card, which is not under the control of the Detention Center.
How to Deposit Money in a Detainees Account
- Funds may be deposited at the blue kiosk in our Lobby during normal business hours The kiosk accepts cash and credit/debit card payments. A fee will be applied to all kiosk transactions, which are not under control of the Detention Center.
- If using a mobile device, funds may be deposited by downloading the Access Corrections App.
- Funds may be deposited to a detainee’s account via the internet at www.accesscorrections.com
- If you wish to deposit funds by phone, dial 866-345-1884. Have the detainee’s name and ID number available.
WE DO NOT ACCEPT CHECKS.
How Personal Property is Released
Personal property may be released to family or friends with written authorization from the detainee. Property
may be picked up in our Lobby between the hours of 8:30 am through 4:30 pm, Monday – Friday, excluding
holidays.

Detainee Healthcare Services
Routine and emergency medical, dental, and mental health services are available through a contract
healthcare provider. Services may be requested by the detainee via tablet, handwritten, or verbal
when an emergency exists.Licensed healthcare workers under indirect supervision of a
contract physician respond to each healthcare request according to their training, priority, and company
protocols.Detainees on medication are placed on a daily distribution schedule. Some Mental Health and
Behavioral Health Services are provided in coordination with our local Santee Wateree Mental
Health Center and Clarendon Behavioral Health Services Center here in Manning.
